Adding Dependants Issue

I tried to add both my parents as dependants on my medical aid scheme because they couldn't afford it but it was declined.

I called customer care to find out why and it was because my dad's income was exceeding the limit to be financially dependant on me.

I tried to tell the lady it was a gross income not taking into account income tax, loans, other expenses etc to pay off because I need to help pay some of my dad's expense (is financially sort of dependant on me), not to mention my mom has no job and earns 0 income but just because she is married to my dad she doesn't qualify as a dependant... ridiculous.
