Failure to refund - services not rendered

On the 6th of June we have paid them R1950-00 for First aid training.
The trainer didn't show up for the training, apparently he was in an accident, a second date was set, again the training didn't show up - this time the trainer was apparently off sick.
I have spoken to the manager (Jacques - 076 331 5101) - he told me that it is not cost effective for him to send a trainer all the way from Johannesburg to Nelspruit for only 3 people, he would rather refund us.
We been trying to get a refund out of them for 6 weeks now. They are just full of excuses, and they don't even answer our calls anymore, when they see our number - they just don't answer or come up with another excuse.
Apparently they have paid the refund into the Reps account (Jovan 079 199 9574), but he denies it.
I have also spoken to the receptionist (Minie - 082 754 9834 / 011 - 743 1857) with no luck.

Do you know who the ombudsman for first aid training is, and how can I contact them.
