Discovery refuses upgrade before 2014!

I recently started a new job and my employer has offered to pay for a classic savings plan with Discovery. I am currently on a hospital plan.
When I called the Call Centre today, I was informed that upgrade requests can only be made between October and December and plans upgraded the following January.
I am sorry but this is absolutely ridiculous! I would like to know the reasoning behind this absurd policy.
As a result, I am going to have to forfeit this employee benefit or switch to another healthcare provider.

To add insult to injury, prior to making this call I called the Vitality line and requested a cancellation of my Vitality policy... I was informed that an operator would call me back within 3- 5 working days to discuss my cancellation.. which means Vitality is going to bill me for the month of August (my account is debited on the 1st) for a service i do not receive. The operator was unable to answer my questions.
Where is your sense of service, Discovery Health?
I am very disappointed with the quality of assistance and customer service I have received so far. I have been a member of Discovery since January this year and have only had negative experiences to date.
