Get cancer first before we help you!

I have been diagnosed with a lump/tummor on my breast and Dr informed me how urgent it is to get it removed. He had to contact my medical aid for aproval and to inform them of such operation that will take an hour or so and doesn't need me to be hospitalised unless if there be unforseen circumstances.
This tummor may be cancer. The medical aid responded by saying they do not cover untill they sure it is cancer illness. WHAT THE! This means I should first get to cancer and or let it multiply and or spread through my system before I get help. My doctor say he will need between 12000 and 16000 to get this removed. Maybe this is why medical aid doesn't want to spend. They want to deduct money than to help where its small change like this.
Where is NHI that government promised! I am seriously going to cancel this and rather join another provider or be without any medical aid.
