Incorrect Payment - Consistent lack of feedback

Pre authorisation gave me the exact amounts that they would cover for an operation I had in December. I thus budget to pay the difference to the Doctor. I received no communication from Discovery - I had to follow up with the Doctor wrt the payments only to find out that Discovery paid significantly less than what they committed to pay (the initial telephone conversation was recorded). Subsequently over the past 6 months I have phoned Discovery at least 7 times to resolve the matter. Every time they promise to escalate the matter and get back to me; yet no one gets back to me. I am appalled at the lack of service. They should honor their commitment and resolve the matter. The lack of feedback over and over is unacceptable.
