Samsung Accessory Pack

Can you please advise how the allocation of the free accesory pack works? The reason I ask is because I pre-ordered an S4 from Cell C as soon as the option was available and I am told that I will not get an accesory pack when my phone is delivered, they say Samsung decides to whom and how many packs are distrubuted. Friends of mine who went in store today and didnt even pre order received the packs from various different retailers. I have been a long time supporter of Samsung, Owning the S2, S3 as well as a Note in the past but I must say im bitterly disappointed and I think the allocation of the packs should have been done more fairly. Cell C and Samsung may have just lost a customer.
