IPhone still under warranty not replaced

Electronics and household app.

My iPhone 4 obtained from Vodacom, Tyger Valley, just stopped working. I took it back to Vodacom. They were very helpful informing us that it has to go to Apple SA and we should have it back in 2 weeks time. After about 11 days we got a message that it was sent back to Vodacom. On receipt Vodacom discovered that the sim tray was damaged and it had to be sent back to Johannesburg.
My question is: if a phone is still under warranty, why does Apple SA not replace it. They sure have the resources to do it.
I am now without my iPhone for more that 2 weeks and I receive the same message every day that the matter receives attention.
Vodacom says that they cannot do anything more than to just wait.
I really think that is bad service from Apple SA
