BAD, BAD [ No Service ] UNFAIR SERVICE

My Hair Salon apprentice is doing or suppose to do her final year for hairdressing at Port Elizabeth College that was suppose to start today. When they arrive there they only receive a letter without explanation that their will be no classes until further notice. She past and received her results end of 2012 and past with 95 %. We also had to pay the college during January 2013 for this years classes.
Please, can you look into the matter as to contact SETA seems useless. This will mean that they must now go an extra year to be qualified.
LETTER GIVEN ANYTHING UP TO 8 MONTHS.
JUST SHOW THE CONDITION THE EDUCATION IN S.A FALLEN INTO!!!
