Sort out my registration cancellation

On the 29th Jan 2014 I made a call to College SA for registration on their Beauty Therapy course, the lady who was assisting me was Belinda, she told me that the course was R950 per month for 18 months and the registration was free as I received a voucher that will cover my registration costs of R1000.00 but after few minutes later I called again wanting to cancel the registration because I realised that I cannot afford the fees; my call was transferred to Belibda and I told her I cannot afford so I want to cancel, she said "ok no problem she didn't send any form which I had to fill out confirming my cancellation, so the following day Chantel Vogel called me, welcoming me to the College SA and I told him that I cancelled my registration then she emailed a cancellation form, and to my surprise I had to pay R500 for cancellation of a free registration, so I called back and no one was willing to help me and saying Belinda was not in, I also wrote an email but I haven't received any response from them, im really confused, I don't want anything that will put a stain on my name. Please Hellopeter can u help?
