Complain about service rendered by the institution

I registered at Academy of York in 2012 for project management, they told me that they've awarded me with a bursary. they are now calling me each and every day asking me to pay them the money that I'm owing. i wrote the assignments that they sent to me and faxed them back but what they told me is that they never received them. i have arrange to pay them but i am going to pay for nothing because right now i do not have the certificate. and another thing they are asking me to pay the amount they said it was covered by the bursary. all in all i want to say i am not happy about the service that Academy of York is rendering to me. thank you
