Certificate not received

I did my t-test in air -refrigeration in June 2013. I have up to date not received my certificate. I even sent a mail to their area manager, Gerhard, who replied to a Mathilda to follow up, but still nothing. when i phone their Bloem Branch, they are full of promises or the responsible person is in a meeting, etc, etc.
I need the cert to be considered for a job application.
Very sad service... Merseta promise you the world but...
