What are phones meant for?

UNISA is possibly the most frustrating institution in South Africa. There are multiple lists of people you can contact however no one ever answers the phones. It is very frustrating to call an institution that does not have a call centre, yet no one at the respective colleges answers their phone.
If the responsible individuals are not willing to assist paying students; then please have a call centre to answer questions.
Is this an academic institution or is just a place where people gather in order to earn a salary at the end of the month?
Not even government departments (where services are free) will frustrate you to the levels of UNISA.
