Complete Disrepair for 1 yr: Total Decay in Toilet

I first saw this 1 YEAR ago. Toilets in bad condition: there is just 1
toilet on that floor & it has NO SEAT. The paint is peeling & even falling
off the walls, taps look very damaged there is now just 1 light bulb
working so I dont know what else was there, complete DISREPAIR!! Blame the landlord all you want but such basics as toilet SEATS, light bulb. Guys check all your campus branches Please!!
This is on the 2nd floor I think the ta (training ASSISTANT) Amanda's floor.
