Still awaiting certificate from May!!

I have been contacting the ICB since May 2013 requesting a certificate for the first subject I've done, I am currently on the third subject!!

They had advised that the certificate was sent but have not received any slip at my residential address (as I do not have a postal address) & on top of this, no record is kept as to when the certificates were sent out, after numerous amount of calls, they said that they would register post the certificate, it has been 3 weeks now & I am still waiting!!
