Payment upheld & not returned for years

It has been a few years that I have been requested to pay a fee to complete my Project Management RPL which I have. Upon payment I recieved information that I am no longer able to complete RPL due to it being expired. I have requested via e-mail numerous of times to please return my payment which has not been actioned as yet. I have made calls to your Head Office as well as the lady in charge of the RPL, she referes me to Finance dept, head office says that they do not have a Finance dept. Is this what reputable companies do, request monies for RPL's & then not return it when upon giving false information.
