Waiting 4 months for a transcript is too long

I called the college in January & spoke to the HOD of admin about acquiring my transcript for the diploma I did there; he told me that after paying the fee I would get it after 2 working days. I went to collect & only THEN did HOD discover that I was on their old system-said he'd log it with I.T who'll take 3 weeks. I called him 3 weeks later no transcript-he took my number, I never heard from him.
My current institution has flat out told me that they're cancelling my application because I haven't submitted said transcript. I asked HOD for a letter for my current institution explaining the situation with my transcript-he said he'd call me by today. He did not. I called him today then he said he'd call head office about the letter then call me back. Again, he did not call.
It's clear that being patient & beyond understanding doesn't help so I'm hoping that this remedies my frustration.
