Share's not paid out

Hello Peter
My mom has shares with Stratcol/Strat Equity now call themselves Virtus financial services and requested to have the shares sold, completed all necessary application but nothing happens. she has to take taxis to enquire and always told it will be paid out. she is 67yrs old and that was money she thought will help her.
