Broke verbal contract and refuses to refund

Rakesh accepted my deposit to install an aircon unit in early January this year. Did not arrive to fit the unit and when told to return my money, he said he would do so within a week and he has not done so to date (approximately 4 months now). Total value is R3800. have tried many times to contact him to no avail. He had done several installations for me in the past so there was a trust relationship with him. He did not honour this trust or our verbal agreement. His details are:
