Bad Workmanship

A quotation was given to me for the removing of the old paving and preparing the ground and laying new paving. As per quotation is there a 60 months guarantee on workmanship.
Just after he was paid in November when the job was finish I notice that when it started raining 2 dams was forming and that the one washing pole they installed was skew. (I have pictures to prove)
This was discussed with Rudi the owner during November 2012 who promises to fix the paving and washing pole.
Nothing is happening and I have communicated many times with Rudi via cell phone, sms and e-mail and every time he promise to fix the problem the next week and then the next week comes and nothing happens.
This is going on now for months.
When he makes arrangements to fix the paving he never pitches up and when you phone him to find out where he is, he then make some sort of excuse why he and his team cannot keep to our appointments.
One's he has the money then there is just allot of empty promises (duck and dive) and the client sits with the mess.
