Car damaged due to road barrier not being secured

Lonerock is busy with road works in Paul Kruger street, Pta and used yellow barriers next to road. Other Contractors working on different parts of the road are filling the barriers with water and fitting them to one another to make them more stable. On 16 Nov at 15h00 one of the barriers was blown into my car damaging the headlight. Case was immediately reported at SAPS and quotation was obtained on Monday, 18 Nov to replace the broken headlight.
I met with Mr Francois Koch from Lonerock on 18 Nov 13 and showed him the damage, SAPS case number as well as quotation for repair amounting to R3, 768.65. He agreed to look into the matter. On 26 Nov 13 I received an e-mail from Mr Koch that Lonerock will not pay for any damages caused by the barrier. He referred me to my insurance company to cover the repair cost meaning I will have to pay the excess and forfeit my no claim bonus. This is not acceptable. Mr Koch informed me that Mr. George Miles at 011 5402300 declined my claim but could not provide any reasons why.
I just want to be placed in the position I would have been had Lonerock take precautions to properly secure their temporary yellow barriers.
