Poor service & job not finished

On 19/07/2013 my husband met Andre for a quotation for renovation work in our laudry. After that he kept on SMSing us asking if he can get the job because he can start the Monday. I explained to him that we are waiting for another quote - after which he dropped his price with? R2200 as he was going to use "grade B Tiles" that he got cheap somewhere. He came to fetch the deposit of R5000 on the Sunday. Tuesday he asked for the balance of R2178. I was not happy to give him the balance as the work was not completed but he asked us very nice and my husband paid him.
And then the problems began. We were in paying the full amount and trusting him. It is now 15/08 - almost a month later and the laundry is still not finished.
He has promised refunds on labour but also that he will finish the work. We do not get hold of him and none of his paperwork has an address on.

The work that is completed is of poor workmanship and I would advise any prospective customer to rather stay away.

Uncompleted work:- grouting on tiles on floor & walls; tiles in shower; floor of shower. No tiles used to "edge" the tiles against the walls. Walls not painted as per quotation.
