Grass growing thru Asphalt after 3 months

We had an old area re asphalted plus an additional new area done. Now after approx. 3 months we have grass growing thru the new area in numerous places. After 2 phone calls and one email we are still waiting for the problem to be attended to. This is normal grass and not any of the excluded bulb types.
