Complain about the poor service that i've received

I've asked my son to buy me some building block in november. its was 500 and 400 was delivered and i never receive the balance till todat. i've called them several times and they told me they don't have transport to deliver their truck is broken. i don't know what to do as i can't finish my house i was trying to build. please assists as a matter of urgency.
