Plug Timer not working-lost money with electricity

I purchase a plug timer last week, as I was away from Friday until Monday for the weekend; and needed my lamps switched on during the evening for security purposes. I am extremely disappointed as upon my return; all the lamps were still on - what happens is the timer activates at the time set, and then jams on that time leaving everything on, and electricity wastage. Not happy at all, and I deserve to be re-imbursed for wasting my electricity plus the effort to send the item back. I also have no faith in the products now; and not sure if this can be restored. Why aren't these things quality tested before sold? This is so risky.
