Paid for a machine but still haven't received it

On the 23rd of Oct 2012 I paid Rob upfront for a PVC welder, I was promised delivery within 5 working days from when money reflects in his account. Transferred the funds into his account (FNB to FNB, instant reflection)
It is now nearly 4 months later and I still haven't received my machine.
He has been full of excuses, 2 weeks ago he said my machine is on its way from Cape Town, but still no luck!
He is not answering his phone and I cannot get hold of him any another way.
