Bought Graphics Card and no delivery or refund!

This somehow is still running his online website, I bought an expensive graphics card and he said he couldn't get stock, so I asked for a refund! He tries to make everything look legit with his "Terms and Conditions" and emails, but he is a and has my money. I have managed to close down his PayFast account, on my way to closing down his website and reporting him to the police. This guy does not deliver or refund!
