Week for unauthorised diagnostic and no repair

I had my VW towed in to the service centre, and told the administrative personnel that the starter has gone, and the car would obviously not start.
a week later I am informed, after having to phone there that my vehicle is in line for diagnostics, and that this is procedure. I am quite puzzled by this, seeing that I told them what the problem was. is this even legal?
after this the phone was dropped on me. Still my problem hasn't been sorted out and Barons will just carry on as normal.
