Spare wheel dilemma

Our vehicle went in for panel beating last year August 2012, and was returned Oct/November 2012 without it's spare wheel and jack. After a very dramatic tyre burst during the December holidays and stranded in the middle of nowhere, Panel P&D was contacted with regard to the 2 items that was missing. Since the beginning of this year 2013, numerous visits to their premises and phone calls, we're still left waiting for the spare wheel.
These people are plain ignoring our request and disregard the inconvenience that was experienced.

It's the fourth month into the new year and this whole situation is simply ridiculous.

Please advice what else can be done to simply get what's rightfully our property.
