Budget Rent a Car putting children's lives at risk

On arrival at George Airport we were handed car seats over the counter! No instructions were given on how to install them but the staff was really helpful and instructed us on how to install them.

Why doesn't Budget install the car seats for their customers? How is it better for a parent completely unfamiliar with a car seat - to install them rather than a trained employee?

I don't mind signing an indemnity form for someone to install my car seats correctly - because in the end it is my children's lives that are being put at risk!
