Wheel alignment

I took my corsa utility to do my wheel alignment and balancing. Once all the work was done they tell me I need to have my shocks replaced and then do wheel alignment again. That's a rip off. Why did I have to pay for wheel alignment again. That is something they should check before they do anything. I will never go there again. I will rather pay more money at another place.
