Refusal to register a second hand vehicle

I bought A Kia Cerrato Koup from this franchise and paid cash for it and took possession of the car on 20 Dec 2012. Gavin, the sales person indicated that the registration documents of my car would be sent to me during the first week of January 2013. To date the car has not been registered and I am always made promises that its registered and Gavin always promises to call me but does not provide any feedback. Now I have personally registered cars before and the longest it takes is the queue itself. If all documents are available the registration process is immidiate. My frustration is also that my insurance company also needs these documents as proof that the car belongs to me.
