Motor vehicle registration

On the 28 December 2012, I purchase a Opel Corsa, Comfort, 1.4, 2003 model from this dealership and I paid full settlement amount on the 28th December 2012. I took the dealership over three weeks for them to release the vehicle into my possession despite having paid all the amount. Since the day I took possession of the vehicle I established that the motor vehicle has not been registered in my name and therefore requested documentation to ensure that it could be rightfully registered in my name as the true owner. The dealership promised to deliver the documents the following day however that has not yet happened. The vehicle is still registered in the previous owner's name and technically I do not own the car. I am unable to ensure the vehicle due to that reason and who is suppose to pay traffic fines emanating from this transaction. I am contemplating requesting the assistance of the Consumer Commisssioner or request my money back since there appears to be dodgy in their dealings.
