Hidden Fees

I hired a car from Europcar about two weeks ago. As expected, there was an additional charge for fuel - which is fine. However, they then also charged a fee of R60 for "document administration fee". What this is and why they feel they need to add it after quoting a price is unclear. This problem is then further aggravated by the fact that no-one replies to the emails I have sent (there have been two so far).

I get that the fuel cannot be quoted for up front, but there is no way that they could not have known that the fee of R60 would be necessary. I used them because of the Discovery discount. However, with their hidden fees, this becomes moot, as it is roughly the same value.
