Client not refunded his holding deposit

AVIS takes some of the advertised "free kilometres" and substitutes them as extra kilometres driven so as to not refund me of my holding deposit. The said kilometres also happen to be conveniently the exact cost of what my refund should be. Rented car is a white Hyundai i20, registration CH 98 LL GP. Rented from 3rd December 2013 to 10th Jan 2014.
