Holding deposit - Quick to take, slow to pay

It has now been over a week that I returned my car and yet my holding deposit has not yet been released. This morning I called Avis to find out what is happening. To my surprise I learnt that apparantly it was MY responsibility to contact Avis to confirm that I had successfully returned my vehicle and request the refund.

My question is: Why is this my responsibility and why did nobody tell me this? Avis is quick to charge you extra if your vehicle is not returned on time. It is easy to confirm that the vehicle was returned. This should not be the customer's responsibility. I also dont find it acceptable in general that Avis keeps holding deposits for extended period because this is a way of funding your short term costs via debt-free funds from customers.
