AVIS Car Rental - Group B not available

My car went in for insurance repairs and the Insurance company confirmed that AVIS would take care of the rental until our car has been repaired. We qualify for a Group B car. We were phoned by two AVIS representatives at the same time making the same booking twice. We asked for a VW Polo as per the Group B schedule which was confirmed. We went to OR TAMBO airport to collect the vehicle that same evening. On collection we were told that no VW Polo's are available and instead AVIS offered us a Group A vehicle. We decided that we do not want the Toyota Etios and instead opted to wait for an alternative. Out of the blue a few minutes later a VW Polo Vivo (Group A Car) became available. When I walked through to collect the car - to my surprise they had plenty of VW's parked and we were told none was available on the floor.

I am not sure why we were treated in this manner - Is it because it is an insurance claim?
