Unexpected Invoice after phone call

I have ordered goods on the 24/12/2013 from Scuba Store online. I had to wait more then the expected 4 days for delivery (its now 2 weeks later even taking into account the public holidays)

I have received a phone call from a lady at DHL Express stating that they have a parcel for me to be delivered from Scuba store and I need to CONFIRM my ID & email address. Which I have done, thinking it is part of like security check (which is really needed in South Africa these days).

When I checked my emails, I have seen the email from DHL and looked at it only to find a bill for another R500.00 after having to pay them? R1100 for a parcel weighing approximately 1-2kg. This is same price to send a parcel to USA from RSA weighing 23kg.

I was only asked to confirm my details, the lady should've informed me about the additional charges and not sent me a surprise invoice.

I think that the charges for courier service by DHL is ridiculously over the top, and as a international courier service they should reconsider the prices and their staff professionalism in regards to advising clients of charges (which in this case was supposedly for Customs which was not mentioned anywhere).
