What is a “brand new vehicle”between (100km-2000km)

Am not sure what is a "new vehicle" any more, as we recently thought we were buying a new car (Toyota Fortuner) from Barloworld Toyota Kuilsriver dealership. After receipt of the vehicle on Saturday the 14th December 2013. We discovered that the millage/ odometer was not working/connected, I informed the dealer and tried to get answers as to the reason behind this highly concerning misconduct after confirming that the 8 point test was done.

After getting a number of explanations which made me suspicious, it was clear that something wrong was done and on the 6th of January 2014, I approached the Dealer and held a meeting with all the individuals that were involved including the Sales Manager (Elize Cloete) it was divulge that my vehicle was driven from North West to Cape Town (over 1500 km) and this is what all dealers do as a standard practise to save cost of Transportation/ carting. Although its standard practise this cannot be confirmed in writing as I requested because my invoice included delivery fees.

This was a west customer service in my entire life and as a young BLACK person I cannot help but to say the race plays a long way in this ill treatment of a customer.
