Never returned the money as promised

I (edgar) bought the car from Henfred motors last year in june and this guy hennie said he can do roadworthy ans license dinc for me since i will be leaving to Makhado and asked for R1400 to do that, i gave him the money expecting to get everything done as he promised since he is a car dealer. month later nothing happened, only in December when I ask him, he told me to do eveything by myself and yes I did that, so all i was asking is for him to bring back my money. When I fisrtly phoned him he said he needs my account number which I did give him but now he dont answer my call at all. Could help me to get my money back.
