Never deliver on time

I went to post office and bought a over night bag to send a item from cape town tableview to Pofadder in the northern cape the item was sent on Dec 2 2013 and only got there 6 Dec 2013 that is 4 days late now i would like to get a refund for the service that was not delivered as promised.
