Ental car problem with bakes caust an accedent

Last week Thursday I got a car at the Avis Hatfield branch-
When my daughter braked (not driving fast) the back brakes locked and she bumped into a fence -
there were witnesses that saw what happen-
Now Avis wants R3000.00 excess before I can get another car.
It was not her fault - she could have died or other people could have been hurt.

Please help
