Unhappy Client!

I purchased a Motomia 150cc scooter approximately 3/4 weeks ago in cash.. (Saturday)
The salesman mentioned that I would received my licence and registration documents by the Thursday latest.
It has been 3/4 weeks later and I am still waiting.
I have sent the salesman numerous emails requesting feedback and most of the time having to contact him telephonically before getting a response. The response would always be promises that it would be done, and needless to say, I am still waiting.

I am completely frustrated as I have paid for something that is currently sitting in my garage gathering dust!
This is entirely unacceptable! And it seems as if I am not the first client that has dealt with such an issue.
