Importing of kawasaki 400 zzr engine

I have a zzr 400 kawasaki and ordered an engine from Mandy @ engines 4 u on the 9th of september 2013, it is now 18 nov. 2013 and still no engine, i have paid them in full. Mandy said that my engine has not arrived and she will make a plan to source one locally, [ SURELY I CANT SEE WHY I MUST PAY THE SAME AMOUNT FOR A LOCAL ENGINE}. After many many calls she keeps telling me that she would come back to me, she hasnt. Everytime i tell her to pay my money back into my acc she comes up with another plan and then i wait for her to get back to me. Im at the end of my rope. is there someone out there that can give guys like myself some other place that we can get engines from and what do we do about mandy and engines 4u?
