My Dad has a Golf 6 GTi 2012 which he purchased brand new from VW.

The car comes with a 3 year paint warranty and started to peal so we took it to VW Benoni City and they had the claim approved by VW SA and the car was booked in with a approved VW panel-beater.

The car was repaid the 1st time and upon inspection we found clear over spray and a drip and had VW send the car back.
The car was repaired again and the 2nd time upon inspection we found the paint was flaking around the fog light.
The car was repaired again and the 3rd time upon inspection the paint work was 100% but the bumper was not aligned properly.

The service manage then informed me that VW SA will give ma a letter stating after a bumper is removed it will never sit 100% again with regards to alignment and gap to the fender.

Her attitude also was unpleasant as she said she will not put a call through to VW SA for me and gave me the number and waited for me to leave as she walked back to her office.

Is this true? can a bumper not be set back to its original position after its removed? No Ascendent damage or wielding was done?

At the wheel arch the bumper is kissing the fender and sticking out a bit.
