Hertz Car Hire

I hired a car from hertz cape town airport and i thought my brother was added as a second driver because i was not going to travel with them with the car, to my surprised he was not added. my mother and brother are currently stopped at the lesothou border as they say my brother is not aurthorised to drive the car. i then called the branch and customer care and i have been sent from pillar to post . i then spoke to a very helpful guy called Joseph who tried his outmost best help me, i then spoke to the police andthey said they are told by wayne that they need to confiscate the car and leave them stranded. i then asked them why cant he allow my brother to be added at the bloemfontein branch as a second drive
