Getting penalised by DHL's absence of services

My parcel was dispatched by DHL express on the 23rd of August from the USA, and it has not been delivered yet. I started calling DHL COUNTLESS TIMES from the 4th week of September. Every single consultant I talked with told me incorrect instruction and information, no one taking any responsibility or accountability. During the 4th week of September, I was told several times that I must pay for the state warehouse storage fees. I was told to pay R50 or so. As I found DHL's services pathetic, I decided to pay for this fee without arguing (further delay guaranteed) though I knew that it was totally wrong of DHL for charging me this in the first place. DHL never contacted or consulted me on this. Every single day, I called to request an invoice. Check your recorded conversation to verify this. For more than 2 weeks, no one followed up and no one helped me. No invoice. I called and emailed countless times. Today, I received an email saying I must pay R250 for the storage fee, which increases every day by R10. I have been utterly disgusted by the total absence of services at DHL South Africa. Why do customers get penalised by your inability, irresponsibility and incapacity?!?
