BAD inspections with potentiallyDANGEROUS vehicles

I purchased a Vito from a 2nd hand dealer. There was a few issues and the 2nd hand dealer attempted to deal with them. I still wasnt happy. I then paid R950 to Dekra to do a comprehensive inspection and test (I think this consisted of climbing under the vehicle with a crowbar and having a 'look' - I dont know where R950 comes in).
When I went to collect the vehicle I was informed that this SAME centre conducted the 'roadworthy' test when we bought the vehicle and the technician proceeded to 'prove' to me that his inspection and report were CORRECT.
3 months down the line, still vibrations from wheels and 'knocks' from the front. i climb under the vehicle to strap up something. What I find ALARMS me. The 4 bolts that hold the front sub frame on (The front sub frame holds the front suspension, motor and gearbox) are not properly tightened.
I write 1 letter to car sales place. They respond.
I have sent 5 e mails to 'Dekra'. The only response is a vague 'we are looking into this matter'.
I have HAD TO get the bolts tightened and therefore will have no recourse, How convenient. You have to drive a dangerous/NO vehicle while THEY LOOK INTO INTO IT. HA HA.
