Asked delivery fee, never delivered the vehicle

Asked delivery fee, never delivered vehicle, apparently the vehicle was in an accident on the way to deliver the vehicle. Now they are refusing to pay me back my money. They are not answering their telephones when I'm calling. Sounds like a big for making quick money from innocent people. They wanted me to pay the whole amount (R22 000) into their bank account, before delivering the car, and luckily I did not pay the whole amount. Only paid in R1 000.
