Europecar deposits!!!

I am insured at Santam and had to have my vehicle repaired more than two months ago (going on three). Only to find out that they have contracted Europecar for the rental service which is a major problem as they do not operate in Potchefstroom but only out of Klerksdorp and had bungled the reservation already form the outset. I gave them a cash deposit and the car was returned with a full tank. Now after a lot of calls and requests still no deposit was returned and am I now contemplating making a and case as Klerksdorp branch again confirmed that my money which they had for more than three months are apparently stapled to the refund form and would be delivered to my home for the second week in a row last night. Well its a another morning and no refund thus I must believe that Euopecar has the money, knows they legally owe me the refund but refuses to pay which constitute and and thus leave me no option but to approach the police for arrests to be made.
