Wheelcap

This is the first and the last time i'm complaining about this, recently i've been to cape town and rented a car from first car rentals, upon my return the rear-right wheel cap was missing, the person that received the car from me assured me that there's nothing billable because the insurance covers wheel caps coming off.
2 weeks along the line i get an invoice stating that i have to pay for a wheelcap that got lost along the way, first of all why was i assured that the insurance will pay for it, and second of all why don't you properly fasten the wheelcaps to the wheels, (go look at the other car rental companies, they cable tie their wheel caps to the rims.)
i'm quite frustrated, the attitude of the company stinks, and i'm getting the feeling that you actually charge me for the wheelcap AND claim from the insurers.
